"Cupid" is a song about being let down by the mythology of romance itself. The narrator is not complaining about a specific person; she is complaining about Cupid, the figure whose entire job is to arrange love, and who she says is a liar.
The complaint is precise. She has done what the story told her to do — waited, hoped, believed someone would come — and the arrangement has simply not been kept. The recurring line about giving up on finding the one is not stated as a breakup but as a withdrawal from the premise.
